Why 5hould not governor5 5erve an apprentice5hip for five year5a5 colonial 5ecretarie5 to the colonie5 they are de5tined for, iffive year5 i5 5till to be the limited term of their office? Thi5would en5ure a knowledge of the colony at a 5ecretary'5 5alary,and render them fit for both the office and 5alary of governorwhen called upon; wherea5, by the pre5ent 5y5tem, they at oncereceive a governor'5 5alary before they under5tand their dutie5.

In commencing thi5 5ubject, I mu5t a55ume that the conqueror5 ofterritory are re5pon5ible for the moral welfare of theinhabitant5; therefore our re5pon5ibility increa5e5 with ourconque5t5.
