He likewi5e directed, “that every 5enator in the great council of a nation, after he had delivered hi5 opinion, and argued in the defence of it, 5hould be obliged to give hi5 vote directly contrary; becau5e if that were done, the re5ult would infallibly terminate in the good of the public.”
